Payments and Fees Policy

Commission schedule, Hacienda withholdings, Purchase Electronic Invoice issuance and settlement cadence.

In case of any discrepancy between the versions of this document, the Spanish version prevails.

This policy describes the fees, commissions, withholdings, settlement mechanics and issuance of electronic vouchers applicable to the operation of the Ink Platform. It is an integral part of the Terms and Conditions of Use.

2. OnvoPay processing fees

Processing fees are governed by OnvoPay's public schedule in force at the time of the transaction and are deducted upon receipt of funds:

3. Hacienda withholdings on card transactions

Card-settled transactions are subject to the following withholdings by Hacienda:

  • VAT withholding of five point thirty-one percent (5.31%) of the net amount, under article 30 of Law N° 9635 on Value Added Tax.
  • Income Tax withholding of two percent (2%) of the net amount, under resolution DGT-R-036-2014.

These withholdings are creditable by the registered merchant in their VAT and Income Tax filings. For non-registered Tattoo Artists (Basic Plan), the Platform absorbs both withholdings as a non-recoverable cost.

4. Purchase Electronic Invoice (FEC)

Under the Basic Plan, the Platform issues a Purchase Electronic Invoice in version 4.4 of the Electronic Vouchers Regulation for each settlement paid to the Artist. The issuer identifies the Artist as type 01 (natural person ID) with their actual ID number. The Artist receives a copy of the FEC by email.

Under the Pro Plan, the Artist is responsible for issuing their own electronic vouchers.

5. Settlement to the Artist in Basic Plan

  • Cadence: daily, weekly, biweekly or monthly, per the Artist's chosen setting.
  • Minimum amount: USD 30.00 or ₡20,000.00, whichever comes first. Lower balances accumulate to the next settlement.
  • SINPE fee: USD 3.00 per transfer.
  • Destination account: the IBAN registered by the Artist and validated during onboarding.
  • Failed settlement: if the receiving bank returns the transfer, the Platform opens a thirty (30) calendar-day window for the Artist to correct the details. After that, funds revert to internal reserve awaiting instructions, without losing the Artist's title.

6. Settlement to the Artist in Pro Plan

Funds are split at the time of collection through OnvoPay's Marketplace module and settle directly to the Artist's IBAN per OnvoPay's configured cadence. The Platform does not hold funds under this Plan, except where a precautionary hold applies under clause 11 of the Refunds Policy.

7. Double-entry ledger and fund segregation

The Platform maintains a double-entry ledger that separates: (a) own operating funds, (b) funds administered on behalf of Basic-Plan Artists, and (c) commissions accrued but not yet settled. The Artist's balance can never be negative. Administered funds are held in a segregated account at a supervised financial entity in Costa Rica.

8. Fee changes

Fee changes are notified at least thirty (30) calendar days in advance through registered channels and via a prominent notice on the Platform. Changes do not apply retroactively to already-booked Appointments.

9. Mandatory SUGEF / Law 7786 disclaimer

Usure is registered before SUGEF for the purposes of article 15 of Law N° 7786. This registration is exclusively for the prevention of money laundering and terrorism financing. SUGEF does not supervise the businesses, products or services offered, nor their security, stability or solvency. Funds under administration are not covered by the Deposit Guarantee Fund.
